The fields [username] and [message] are placeholders for real usernames / messages ...

| /ban [type] [value] | Sets a Ban of Type [type] for [value]. Types can be: user - to ban the user identified by [value], ip - to ban the ip-adress or host - to ban the host |
| /unban [banid] | Removes the ban which is identified by [banid]. You can get the ID by calling /banlist |
| /moderate | Sets the Channel to Moderation mode |
| /unmoderate | Sets the Channel to normal mode |
| /lock | Locks the current Channel |

| /kick [username] [reason] | Kicks the user identified by [username] and displays [reason] as kick message |
The @ means, that the User is Chat-Operator which can Kick/Ban
you, change the Channel-Mode, etc.
The + means "Voice" which is necessary to talk when the Moderation-Status
is set for a Channel.
Why can't i chat in the chatroom?
Possibly, because the room you want to talk in is moderated. If the Chatroom is moderated, you need a Voice-Flag to talk. Try asking a Chat-Operator to give you Voice or just read what the Ops say.
